FRUITLAND CITY COUNCIL

2006 GENERAL ELECTION

FINAL REPORT

On Monday, October 2, 2006 a General Election for three seats on the Fruitland City Council was held in accordance with Article IV of the Fruitland City Charter.  Prospective candidates were advised that Petitions for Candidacy would be available as of July 31, 2006.  The deadline for filing a candidacy was September 4, 2006.  At the end of the filing period, five candidates had registered to run for office.  They included incumbent City Council President Gregory J. Olinde, Councilmember Mark D. Miciotto and Councilmember Margaret A. Pennewell.  Joining them were former City Council President Theodore O. Lokey and Board of Noise Control Chairman Richard F. Tull.  As of Monday, September 11, 2006, the deadline to withdraw a candidacy, all remained in the race.

On Tuesday, September 19, 2006 a Public Notice detailing date, time and location of the election was published in The Daily Times.  That same day the Fruitland Ethics Commission met and certified the eligibility of each of the five candidates.  On Sunday, October 1, 2006 a Sample Ballot was published in The Daily Times.

The election took place as advertised at the Fruitland City Hall on Monday, October 2, 2006.  Polls were open between 7:00 a.m. and 8:00 p.m.  Of the 2,194 voters registered to vote in Fruitland City elections, 330 voted at City Hall and 38 citizens voted by absentee ballot, for a turnout of just under seventeen percent (17%).  At the conclusion of the voting, the ballots were counted by the three members of the Fruitland Board of Supervisors of Elections in the presence of the city manager, city solicitor and a number of citizens.  The official vote totals were as follows:

                                       Gregory J. Olinde                    245

                                       Theodore O. Lokey                 224

                                       Richard F. Tull                         188

                                       Margaret A. Pennewell             170

                                       Mark D. Miciotto                      103

Fourteen ballots were rejected for over-voting or for the voters signing their name to the ballot.  Five names were received as write-in votes.  These were Donna Turnamian, Fred Giles, Don Willey, John McLane and one simply saying “Ortez”.

Accordingly, the Board of Supervisors of Elections unanimously certified the election of Gregory J. Olinde, Theodore O. Lokey and Richard F. Tull to the Fruitland City Council.  They will be administered the Oath of Office by the city clerk in public session at the regular City Council meeting of October 3, 2006.

The next regular election for the Fruitland City Council will be held on Monday, October 6, 2008.  At that time the seats of Councilwoman Ortiz and Councilman Carey will be up for contest.  This concludes my report on the City Council election of 2006.

                                                                                     Respectfully submitted,

                                                                                     Richard M. Pollitt, Jr.
